Rules Commission Appointments

USA Volleyball is pleased to announce the following appointments and reappointments for the Rules Commission.

  • Pati Rolf has agreed to continue as Chair of the Rules Commission
  • Rick Laskey will continue as the Recorder of the Rules Commission
  • Walt Weaver will continue as the Junior Coach Representative
  • Paul Albright will replace Steve Thorpe as the Indoor Rules Interpreter
  • Glenn Sapp will replace Steve Robb as the Beach Rules Interpreter
  • Kevin Wendelboe will replace John Bryant as the RVA Representative
  • Doug Wilson will replace Tom Blue as the FIVB Referee Commission Representative
  • Steve Robb will replace Tom Blue as the International Referees Commission Representative

Summer 2012 Beach Season Underway with Clinics, Camp, and Expanded Resources

Sand or grass… doubles, triples or quads… veteran referee or new camper… If it’s outdoor volleyball that you’re interested in, the USA Volleyball Beach Commission has all the refereeing tools that you need.

Beach Certification Clinics

Scheduled for this summer are two Beach Official Certification Clinics

  • July 20-21: Hermosa Beach, CA
  • July 27-28 Bradford Beach, Milwaukee, WI

Local and Zonal certifications will be offered at each event and there will be a great deal of schedule flexibility during the events. Formal application is required.

Beach Officiating Training Camp

The newest component of training of beach officials is a training camp to be held July 18-20 at Hermosa Beach, CA. Appropriate for new officials and for Local officials hoping to gain experience toward their Zonal rating, this new camp is also an ideal opportunity for Zonal officials looking to gain more on-court experience. And, referees can apply to be formally evaluated at the end of the event.

The camp will consist of an informational theory clinic on the evening of Wednesday, July 18 and then then officiate USA Volleyball High Performance juniors matches during the next two days (July 19 and 20). USA Volleyball Beach Commission trainers will be on hand throughout the event to offer guidance, encouragement, and constructive feedback.

The camp will include demonstration matches, hands-on practice with immediate feedback, daily quizzes about rules and protocols for all the duties of a beach official: first referee, second referee, scorer, and line judge.

Evaluation for certification will be available throughout the event.

Camp staff will include some of the country’s top beach volleyball trainers, including top-tier FIVB International and IMG/Cuervo Professional referees.

How to Get Started

For those new to beach officiating, to get started, familiarize yourself with USA Volleyball’s online resources (above).

Your first certification will come from your home Region, so contact your Beach Official’s Chair, referee chair, or regional commissioner to find out about beach events and clinics in your area. (If your USAV region does not have a program that meets your needs, contact the Director of National Beach Training and Certification.

Candidates Sought for Officials' Assembly Chair Position

The Executive Council of the Officials’ Assembly of USA Volleyball (USAV) is seeking nominations for the position of Officials’ Assembly Chair, currently held by Larry Dolvig. The election for this position will take place at the Officials’ Assembly meeting on Friday, May 25, 2012, in Salt Lake City, UT.

The elected Officials’ Assembly Chair will serve a four-year term beginning July 1, 2012 and ending June 30, 2016, and will also serve as the Chair of the Executive Council of the Officials’ Assembly and as a member of the USAV Administrative Council. The minimum criteria for nomination includes:

  • Being a current representative of any Member Organization with programs that train and/or certify volleyball officials; and
  • Having been in good standing with the Member Organization for at least the past five years; and
  • Having held a leadership position associated with volleyball officiating in the Member Organization within the past five years; and
  • Having attended the USAV annual meetings in three of the past five years.

The election will be decided by a simple majority of Delegates present. If no majority is gained on the first ballot vote, the candidate with the lowest number of votes is deleted and another ballot vote is taken. This will continue until a simple majority is achieved. Each RVA is allowed up to two Delegates, each other Member Organization with a program that trains and/or certifies volleyball officials (PAVO and NFHS and SOI) is allowed up to two Delegates, and each RVA or other Member Organization with a program that trains and/or certifies beach volleyball officials is allowed an additional Delegate. Also, each Officials Commission member is a Delegate, if not otherwise eligible to vote. Each Delegate present is allowed one vote per ballot. All Delegates must be identified to the Chair of the Nominating Committee by May 8, 2012, in order to be eligible to vote in the election.
