How to Become USAV Certified

Becoming a certified official with USA Volleyball is not hard! Of course, as with any professional organization, there are certain requirements that are necessary to get started as a USAV official no matter what certification you would like to attain.

To work as an official at USAV sanctioned events, you must complete the following steps:

  • Join your region, and become a member of USAV. If you don’t know what region you live in, click here.
  • Complete the appropriate exam for your certification
  • If you plan on working with juniors, you will need to pass a background screening
  • Attend a clinic as required by your region
  • Be evaluated as required by your region

  • Indoor Referee and Scorer Certifications

    • Provisional Referee

      The entry level professional referee certification that is awarded by a region is as a Provisional referee.

      To be certified as a Provisional referee:


        • Attend a referee clinic as scheduled by the regional referee chair.
        • Receive a score on a USAV C or higher written/on-line examination. (all exams must be corrected to 100% with rule references).
        • Receive one (1) passing rating as a first referee and one (1) passing rating as a second referee from a USAV National, Junior National or Regional referee.
        • First year of referee certification is considered an “In-Process” year.
        • Must be a USAV regular member.
        • Have a general knowledge of the rules, mechanics & techniques used by USA Volleyball referees.
        • Understand the basics of transitioning and positioning as an R2.
        • Have a basic knowledge of the use of the USAV scoresheet.

      To retain a Provisional referee certification:


        • Attend a referee clinic as scheduled by regional referee chair.
        • Receive a score on a USAV C or higher written/on-line examination. (all exams must be corrected to 100% with rule references).
        • Receive one (1) passing rating as a first referee and one (1) passing rating as a second referee from a USAV National, Junior National or Regional referee.
        • Must be a USAV regular member.
        • Failure to complete the above listed requirements by the published ratings and test date may result in the forfeiture of your Provisional referee rating.
        • Have a general knowledge of the rules, mechanics & techniques used by USA Volleyball referees.
        • Understand the basics of transitioning and positioning as an R2.
        • Have a basic knowledge of the use of the USAV scoresheet.
        • Show awareness of rotational faults.
        • Show back row awareness.
    • Regional Referee

      The next referee certification awarded by the regions is the Regional referee certification. Here are the minimum requirements to achieve and maintain this certification.

      To be certified as a Regional referee:


        • Serve a minimum of one year as Provisional referee.
        • Attend a referee clinic as scheduled by regional referee chair.
        • Receive a passing grade on the USAV A or B written/on-line examination. (all exams must be corrected to 100% with rule references).
        • In the process of successfully retaining the Provisional referee rating, receive a recommendation to the region referee chair as a Regional referee candidate.
        • Prior to attendance at the regional rating process set by the region referee chair; receive one rating as a second referee from a National or Junior National referee.
        • Attend and successfully complete the regional rating process set by the region referee chair.
        • Must be an USAV regular member.
        • Have a good knowledge of the rules, mechanics & techniques.
        • Have a basic knowledge of the use of the USAV scoresheet.
        • Knows how to transition as an R2
        • Show awareness of rotational faults.
        • Show back row awareness.

      To retain a Regional referee certification:


        • Attend a referee clinic as scheduled by regional referee chair.
        • Receive minimal grade of 80% on the USAV A or B written/on-line examination. (all exams must be corrected to 100% with rule references).
        • Receive one (1) passing rating from a National or Junior National referee.
        • Give a day rating Provisional referee candidates as scheduled with the region chair; assist in conducting an adult or junior clinic; submit eight (8) ratings of Provisional referee candidates; or referee at Adult or Junior Regional Championship as approved by the region referee chair; or other service to the region as approved by the region referee chair.
        • Must be a USAV regular member.
        • Failure to complete the above listed requirements by the published ratings and test date may result in the forfeiture of your Regional rating.
        • Have knowledge of the rules and know how to apply them.
        • Have a basic knowledge of the use of the USAV scoresheet.
        • Have good mechanics.
        • Know the techniques of an R1 & R2.
        • Know how to transition as an R2.
        • Recognize rotational faults.
        • Recognize back row faults.
    • Junior National Referee

      A. To be certified as a Junior National referee:


      1. File the official application with the Director for National and Junior National Referee Certification & Evaluation. Application forms and instructions for completing them are available here. The appropriate application fee as noted on the application should be made payable to USAV National Indoor Officials’ Commission and must accompany the application. The mailing address is found within the instructions on the application.
      2. Obtain the approval/signatures of the Regional Referee Chair and Regional Commissioner on the appropriate application form.
      3. Demonstrate proficiency as a scorer by successfully completing the written scorer examination. As part of the evaluation process, each candidate will be required to take and pass a scorer’s practical exam at the certification event. National scorers are not required to take this practical exam.
      4. Take the current Form A version of the approved USAV rules examination for referees in accordance to the guidelines in the candidate’s region.

        NOTE: By agreement of the PAVO and the USAV Official’s Commission, a certified PAVO National referee may be certified as a USAV Junior National referee without meeting requirement #2 above. The individual must be in good standing in his/her region. A request must be sent to the Associate Chair, USAV National Indoor Officials’ Commission, Referees by April 1. Upon acceptance by the Associate Chair, the referee may attend that year’s Junior National Volleyball Championships and is not required to fulfill the obligations of Junior National referee candidates, but will be reviewed on two matches. The referee must also pay the Officials Commission dues for that year but is not required to pay the candidate application fee.
      5. Attend the designated USA Volleyball event and successfully complete all requirements at that tournament. This tournament is typically the USA Girls Junior National Volleyball Championships. The event requirements include (but are not limited to):
        • Attendance at all the pre-tournament Officials’ Clinics and Candidates' Meetings that are scheduled the day/night prior to the first day of the rating session, and remain available to work at the event until the completion of the tournament in which the ratings occur.
        • Successful completion of the evaluation session(s).
        • Forfeiture of all match fees to the Officials’ Commission of USA Volleyball for matches worked during the rating process. Candidates will retain fees earned from matches worked after the completion of the rating process. Candidates must plan to be available for assignment until the end of the session in which the ratings occur.
      6. Upon successful completion of these requirements, the candidate will receive a USA Volleyball Junior National referee certification and patch.

      NOTE: The deadline for submitting an application is April 1. Candidates will be notified of their acceptance status by May 1.

      B. Responsibilities and entitlements of a Junior National referee:


      1. After certification by the National Commission for Evaluation and Development, a USA Volleyball Junior National referee will be entitled to wear the official USA Volleyball Junior National referee patch while officiating at USA Volleyball-sanctioned events.
      2. A USA Volleyball Junior National referee is authorized to officiate all USA Volleyball-sanctioned competition within any of the USA Volleyball regions, including Junior National Volleyball competition, and is qualified to officiate at the USA Junior National Volleyball Championships.
      3. Certification as a USA Volleyball Junior National referee is valid for a period of four (4) years. To maintain certification, the referee must:
        • Officiate at the USA Junior National Volleyball Championships in at least two different years during each four-year certification period.
        • Officiate at a USA Volleyball Junior Qualifying Tournament, the Starlings Tournament, the NCVF Championships, a USA Volleyball Junior Boys bid event, or the USA Junior National Volleyball Championships during one of the remaining two years of the four-year period.
        • Submit to re-evaluation by the National Commission for Evaluation and Development at any time while officiating at a USAV sanctioned event.
        • Each year, score a minimum of 90% on Form A or B of the current USA Volleyball rules examination for referees, using the closed-book method. USAV Junior National referees must submit a copy of their answer sheet or have their results sent electronically (if the test was taken on-line) by February 15th to the Associate Chair, USAV National Indoor Officials’ Commission, Referees.
        • Register annually as a member of a USA Volleyball region and remain an active referee in good standing with his/her RVA.
        • Remit annual dues as levied by the Officials Commission of USA Volleyball by the date established. Details about the fee can be obtained here.
      4. A USA Volleyball Junior National referee may be absent from all national and zonal competition one year out of each four-year certification period.
      5. A USAV Junior National referee encountering unusual difficulty in meeting the attendance requirements may request, in writing, a one-year extension of certification. The request must be submitted to the Associate Chair, USAV National Indoor Officials’ Commission, Referees, and must be received before the deadline for registration of a National tournament.
      6. A USAV Junior National referee with a minimum of six (6) years of certification at that level, who allows that certification to expire, has two options for recertification:
        • If the referee wishes to re-certify within the three years immediately following expiration of the rating, the referee must:
        1. Submit an application and a summary of volleyball activities for the previous three (3) years.
        2. Affirm membership within the respective USA Volleyball region during the period since expiration.
        3. Send the application and summary to the Director for National & Junior National Referee Certification and Evaluation, who may authorize the candidate to attend a USA Girls' Junior National Volleyball Championship for re-evaluation. The recertification candidate must pay the appropriate candidate fee, and follow the procedures as noted in Section I.A.5 above.
        • If the referee wishes to re-certify after the three-year period following expiration of the rating, the recertification candidate must apply through his/her region as noted in Section I above.

      NOTE: Applications for new Junior National referees and existing referees requesting re-evaluation will be given priority over applications submitted under the provisions for expired certifications.

      C. Repercussions for not fulfilling requirements of a Junior National Referee:


      1. A USA Volleyball Junior National referee who does not submit his/her dues by the deadline will be assessed a late fee of 100%. If the dues and the late fee are not received by the subsequent deadline, the Junior National certification will be rescinded.
      2. A USA Volleyball Junior National referee who submits a corrected Form A or B rules exam after the deadline will not be confirmed to work as a referee for the USA Junior National Volleyball Championships during that year. Only an accepted status will be granted (see 5b below).
      3. A USA Volleyball Junior National referee who does not submit a corrected Form A or B rules exam before May 31 will lose the USAV Junior National referee certification.
      4. A USA Volleyball Junior National referee who fails to achieve the minimum score (90%) on either the Form A or B rules exam, but still submits the score by the testing deadline, will be placed on a one-year probation.
        • During that probationary year, the referee may not work the 16 through 18 Open level at any JNC, and will not be assigned to any Final match assigned by a head referee.
        • If a referee does not achieve the minimum score on the Form A or Form B exam for a second consecutive year, the Junior National certification will be rescinded.
      5. A USA Volleyball Junior National referee who does not register to work a USA Junior National Volleyball Championships by the established deadline will not be confirmed to work that tournament.
        • A USA Volleyball Junior National referee is confirmed to work a USA Junior National Volleyball Championship if the dues (plus late fee, if applicable) are paid, the corrected rules exam is submitted by the deadline, and he/she registers for the tournament by the deadline. A confirmed referee will be assigned to work the number of matches requested in the registration (up to a maximum of 6/day, except for 5 the last day of any session).

          Note: The number of assignments is further dependent upon the number of teams and referees registered for the tournament.
        • A USA Volleyball Junior National referee is accepted to work a USA Junior National Volleyball Championships if the rules exam is not received by the deadline, or if he/she registers for the tournament after the deadline. An accepted referee is guaranteed only those matches needed to maintain a certification and to meet attendance requirements at the tournament. All other matches assigned will be on an as-needed basis.
        • A USA Volleyball Junior National referee who pays dues (and late fee, if applicable) and meets the examination requirement can register to work a USA Junior National Volleyball Championship at any time up to the actual dates of the event, and will be assigned to the matches needed to maintain a certification or show attendance at an event.
        • A USA Volleyball Junior National referee who does not attend the required tournaments during the four (4) year certification period, and does not ask for the one-year extension of certification, will be placed on a one-year probation period.
        1. In the year following probation, if the referee does not attend a required tournament, the USA Volleyball Junior National certification will be rescinded.
        2. In the year following probation, if the referee attends a required tournament, a one-year certification extension will be granted. If the referee attends a required tournament in the second year following the probation, a new four (4) year certification period is awarded.

    • Junior National Referee (Retired)

      1. Any USAV Junior National referee in good standing, with at least eight (8) years of service as a USAV Junior National Referee, may apply to the Associate Chair, USAV National Indoor Officials’ Commission, Referees, for voluntary retired status.
      2. To continue working as a referee with USAV, a USAV Junior National Referee (Retired) must register annually with USA Volleyball and the appropriate RVA and remain an active referee in good standing within his/her RVA. Remaining in good standing within the RVA includes but is not limited to, satisfying all requirements for recertification as a Regional referee within that RVA.
        • If a USAV Junior National Referee (Retired) does not wish to work as a referee with USAV, they are not required to remain in good standing within the RVA. The referee will not be allowed to referee at any USAV event, but they will retain their Junior National Referee (Retired) status.
      3. A USAV Junior National Referee (Retired) is authorized to wear the USAV Junior National Referee patch while officiating at USAV sanctioned events.
      4. A USAV Junior National Referee (Retired) is authorized to officiate all USAV sanctioned regional and inter-regional competition, including Junior National volleyball competition and Junior Zonal Qualifying Tournaments.
      5. A USAV Junior National Referee (Retired) may be periodically requested to submit to re-evaluation by the National Commission for Junior National Referee Certification and Evaluation.
      6. A USAV Junior National Referee (Retired) may apply for recertification as a USAV Junior National Referee by following the procedures set forth in Section I.B.6.a above. The USAV Junior National Referee (Retired) will not be required to pay the appropriate candidate fee.
      7. Application for retired status must occur either during or immediately after a year in which the Junior National Referee is in good standing with the Officials’ Commission. This includes being certified as a USAV Junior National Referee and paying dues for that year. (Deadline: February 15 of the following year.)

      A. To be certified as a National referee, a candidate must:


      1. Have served as a certified USAV Junior National referee for at least one (1) year.
      2. File the official application with the Director for National & Junior National Referee Certification & Evaluation. Application forms and instructions for completing them are available at here. The appropriate application fee as noted on the application should be made payable to USAV National Indoor Officials’ Commission and must accompany the application.       3. Obtain the approval/signatures of the Regional Referee Chair or Regional Commissioner, and three (3) approved National referees as noted in the application instructions.
      4. Demonstrate proficiency as a scorer by successfully completing the written scorer examination.
      5. Attain a score of 90 on Form A or B of the approved USA Volleyball rules examination for referees and have the score submitted to the Associate Chair, USAV Officials’ Commission, Referees by the deadline. This test must be taken without the use of the rulebook or other resources (i.e., closed-book).
      6. Have refereed at the USA Boys' Junior National Volleyball Championships or the NCVF Championships within the last year or had this requirement waived by the Director for National & Junior National Referee Evaluation and Certification. Waiver of the requirement can occur if the candidate demonstrates a prior record of officiating high level boys' or men's volleyball.
      7. NOTE: A referee who is currently a PAVO certified National referee may, by reciprocal agreement, become a candidate, upon recommendation of the PAVO, without meeting requirements 1, 3, and 6 above. However, if the PAVO candidate has attended the USA Boys Junior National Volleyball Championships and failed to qualify as a candidate for certification as a USA Volleyball National referee, that individual is required to obtain the approval of the USAV National Referee Commission before the waivers of the reciprocal agreement will be allowed. The USAV National Commission for Certification and Evaluation, upon evaluation of any PAVO candidate for certification as a USA Volleyball National referee, may award:


        • certification as a USAV National referee;
        • certification as a USAV Junior National referee;
        • no certification.
      8. Attend the designated USA Volleyball junior tournament and successfully complete all requirements at that tournament. The requirements to be completed at the event include:
        • Attendance at all the pre-tournament Official's Clinic and Candidates' Meeting which take place the day/night prior to the first day of the rating session, and remain available to work at the event until the completion of the tournament or session in which the ratings occur.
        • Successful completion of the evaluation sessions.
        • Forfeiture of all match fees to the Officials’ Commission of USA Volleyball for matches worked during the rating process. Candidates will retain fees earned from matches worked after the completion of the rating process. Candidates must plan to be available for assignment until the end of the tournament or session in which the ratings occur.
      9. Upon successful completion of these requirements, the candidate will receive a USA Volleyball National referee certification and patch. In addition, new National referees will be mentored during their first Open Championships to complete their training process.

      NOTE: The deadline for submitting an application is April 1. Candidates will be notified by May 1 of their status.

      B. Responsibilities and entitlements of a National Referee:


      1. After certification by the National Commission for Evaluation and Development, a USA Volleyball National referee will be entitled to wear the official USA Volleyball National referee patch while officiating at USA Volleyball-sanctioned events.
      2. A USA Volleyball National referee is authorized to officiate all USA Volleyball-sanctioned competition, and is qualified to officiate at the USA Volleyball Open Championships.
      3. Certification as a USA Volleyball National referee is valid for a period of three (3) years. To maintain certification, the referee must:
        • Officiate at the USA Volleyball Open Championships in at least one year during the three-year certification period.
        • Officiate at a USA Volleyball Junior Qualifying Tournament, the Starlings Tournament, the NCVF Championships, a USA Volleyball Junior boys bid event, the USA Junior National Volleyball Championships, or the USA Volleyball Open Championships once during one of the remaining two years of the three-year period.
        • Submit to re-evaluation by the National Commission for Evaluation and Development at any time while officiating at a USAV sanctioned event.
        • Each year, successfully complete Form A or B of the approved USA Volleyball rules examinations for referees, obtaining a minimum score of 90%, using the closed-book method. USAV National referees must submit a copy of their answer sheet or have their results sent electronically (if he/she took the test on-line) by February 15th to the Associate Chair, USAV National Indoor Officials Commission, Referees.
        • Register annually with USA Volleyball and remain an active referee in good standing with his/her RVA.
        • Remit annual fees as levied by the Officials Commission of USA Volleyball by the date established. Details about the fee can be obtained here.
      4. A USA Volleyball National referee may be absent from all national and zonal competition one year out of each three-year certification period.
      5. A USA Volleyball National referee encountering unusual difficulty in attending a qualified USAV national event may request, in writing, a one-year extension of certification. The request must be submitted to the Associate Chair, National Indoor Officials’ Commission, Referees, and must be received before the deadline for registration of a National tournament
      6. A USA Volleyball National referee, with a minimum of five (5) years of certification, who allows that certification to expire, has the following option for re-certification:
        • If the referee wishes to re-certify within three (3) years immediately following expiration of the rating, the recertification candidate must:
        1. Submit an application and a summary of volleyball activities for the previous three (3) years, and affirm membership within the respective USA Volleyball region during the period since expiration.
        2. Send the application and summary to the Director for National & Junior National Referee Certification and Evaluation, who may authorize the candidate to attend the USA Junior National Boys’ Volleyball Championships for re-evaluation. The recertification candidate must pay the appropriate candidate fee and follow the procedures as noted in Section III.A.7 above.
        3. If the referee wishes to re-certify after the three-year period following expiration of the rating, the recertification candidate must apply through his/her region as noted in Section III above.

      NOTE: Applications for new National referees and existing referees requesting re-evaluation will be given priority over applications submitted under the provisions for expired certifications.

      C. Repercussions for not fulfilling the requirements of a National Referee

      3. A USA Volleyball National referee who does not submit a corrected Form A or B rules exam before May 31 will lose their USAV National certification.
      4. A USA Volleyball National referee who fails to achieve the minimum score on either Form A or Form B of the rules exam, but still submits the score by the testing deadline, will be placed on a one-year probation.
        • During that year, the referee may not work the Open level at the Open Championships, or the 16 through 18 Open level at any JNC tournament they attend, and will not be assigned to any Final match assigned by the head referee.
        • If a referee does not achieve the minimum score on the Form A or B rules exam for a second consecutive year, the National certification will be rescinded.
      5. A USA Volleyball National referee who does not register to work a USA Junior National Volleyball Championships or USA Volleyball Open Championships by the established deadline will not be confirmed to work that tournament.
        • A USA Volleyball National referee is confirmed to work a USA Junior National Volleyball Championships and/or USA Volleyball Open Championships if the dues (plus late fee, if applicable) are paid, the corrected rules exam is submitted by the deadline, and he/she registers for the tournament by the deadline. A confirmed referee is guaranteed to work the number of matches requested in the registration (up to a maximum of 6/day, except for the last day of any session). This number of matches will also depend on the number of teams registered for the tournament.
        • A USA Volleyball National referee is accepted to work a USA Junior National Volleyball Championships and/or USA Volleyball Open Championships if the rules exam is not received by the deadline, and/or if he/she registers for the tournament after the deadline. An accepted referee is guaranteed only those matches needed to maintain a certification and to meet attendance requirements at the tournament. All other matches assigned will be on an as needed basis.
        • A USA Volleyball National referee who pays dues (and late fee, if applicable) and meets the examination requirements can register to work a USA Junior Olympic Volleyball Championships and/or the USA Volleyball Adult Open Championships at any time up to the actual dates of the event, and will be assigned to the matches needed to maintain a certification or show attendance at the event.
        • A USA Volleyball National referee who does not attend the required tournaments during the three (3) year certification period, and does not ask for the one-year extension of certification, will be placed on a one-year probation period.
        1. In the year following their probation, if the referee does not attend a required tournament, the USA Volleyball National certification will be rescinded.
        2. In the year following probation, if the referee attends a required tournament, a one-year extension certification will be granted. If the referee attends a required tournament in the second year following the probation, a new three (3) year certification period is awarded.

    • National Referee (Retired)

      1. Any USAV National referee in good standing, with at least six (6) years of service as a USAV National referee, may apply to the Associate Chair, USAV National Indoor Officials’ Commission, Referees for voluntary retired status.
      2. To continue working as a referee with USAV, a USAV National Referee (Retired) must register annually with USA Volleyball and the appropriate RVA and remain an active referee in good standing within his/her RVA. Remaining in good standing within the RVA includes but is not limited to, satisfying all requirements for recertification as a Regional referee within that RVA.
        • If a USAV National Referee (Retired) does not wish to work as a referee with USAV, they are not required to remain in good standing within the RVA. The referee will not be allowed to officiate at any USAV event, but they will retain their National Referee (Retired) status.
      3. A USAV National Referee (Retired) is authorized to wear the USAV National referee patch while officiating at USA Volleyball-sanctioned events.
      4. A USAV National Referee (Retired) is authorized to officiate all USA Volleyball sanctioned regional and inter-regional competition, including Junior National Volleyball competition and the USA Volleyball Junior Zonal Qualifying Tournaments.
      5. A USAV National Referee (Retired) may also remain qualified to officiate at the USA Junior National Volleyball Championships by officiating at that tournament at least once every three years and submitting to re-evaluation by the National Commission for National & Junior National Certification and Evaluation at any time while officiating at the USA Junior National Volleyball Championships or a USA Volleyball Junior Zonal Qualifying Tournament.
      6. A USAV National Referee (Retired) may apply for recertification as a USA National referee by following the procedures set forth in Section III.B.6.a above. The USAV National Referee (Retired) will not be required to pay the candidate fee.
      7. Application for retired status must occur either during or immediately after a year in which the National Referee is in good standing with the Officials’ Commission. This includes being certified as a USAV National Referee and paying dues for that year. (Deadline: February 15th of the following year.)
    • International Referee

      To become an International referee, the referee must:


      1. Be a currently certified USA National referee and have held that certification for no less than three consecutive years.
      2. Be currently in good standing with the appropriate Regional Volleyball Association as well as with the National Officials Commission.
      3. File the official application with the signature of the appropriate regional commissioner with the Associate Chair, USAV National Indoor Officials’ Commission, Referees.
      4. The application must also include an endorsement by an International Referee, either retired or current. The International referee application can be found here.

    • Becoming a Volleyball Scorer

      Certification of indoor volleyball scorers for USA Volleyball and RVA-sanctioned competition is under the jurisdiction of the Officials Commission and the Regional Volleyball Associations (RVA's). USA Volleyball has established classifications of scorers: Provisional, Regional, USA National, USA National (retired), and USA International.

      Junior, Provisional and Regional scorers will be certified through their respective RVA under the supervision of the Regional Scorer Chair, in cooperation with the Regional Commissioner and according to prescribed criteria.

      USA National scorers will be certified by the National Scorer Certification and Evaluation Commission, in cooperation with the Associate Chair, National Indoor Officials Commission, Scorers.

    • Provisional Scorer

      To become certified/re-certified as a Provisional scorer, a candidate must:


      1. Be a current USAV Volleyball registered member in good standing with his/her RVA.
      2. Complete requirements as prescribed by the regional scorer chair.

      Minimum reguirements include:


      1. Participate in a clinic annually covering techniques and procedures of scoring for USA Volleyball rules.
      2. Annually pass a written or online examination.
      3. Successfully complete one rating on a match annually.

      NOTE: A Provisional scorer must be certified in this capacity for one year prior to applying for Regional certification.

    • Regional Scorer

      To become certified/re-certified as a Regional scorer, a candidate must:


      1. Be a current USAV Volleyball registered member in good standing with his/her RVA.
      2. Be currently certified as a Provisional/Regional scorer.
      3. Complete requirements as prescribed by the regional scorer chair.

      Minimum requirements include:


      1. Participate in a clinic annually covering techniques and procedures of scoring for USA Volleyball rules.
      2. Annually pass a written or online scorer examination.
      3. Successfully complete two ratings on a matches annually.
    • National Scorer

      To become certified as a USA National scorer, a candidate must:


      1. Be a current USA Volleyball registered member in good standing with his/her RVA.
      2. Be certified as a USA Volleyball Regional scorer for at least one year and have demonstrated proficiency in the use of the USA Volleyball scoresheet using the modified USA Volleyball rules.
      3. Must have taken and successfully passed with a score of 90% the current scorer online examination in the year of candidacy.
      4. File the official application form with approval signatures of the respective RVA Commissioner and Scorer chair and required application fee with the Director for Scorer Certification and Evaluation prior to the published closing date. These forms are available here.
      5. Attend the mandatory National candidate scorer clinic in its entirety at the tournament rating site prior to the rating evaluation.
      6. Successfully complete the practical scorer examination at the prescribed USA National tournament rating site.
      7. Successfully complete the National scorer evaluation rating process
      8. Completion of other requirements as prescribed by the USA Volleyball National Indoor Officials Commission, Scorers.
      9. After successful completion, the new National scorer must attend a USA National Open Volleyball Championship within 3 years to complete their certification. If not the certification of National scorer will be rescinded.

      NOTE: Application deadline is April 15th with notification of acceptance by April 23rd. each year.

      Selection of National scorer candidates

      1. Meets deadline for submitting completed application
      2. One candidate per region – if more regions send candidates than there are available rating slots, candidates are selected via the following criteria
        1. Region that had a candidate excluded in previous year due to class size
        2. Regions with least number of existing National scorers
        3. Regions that did not send a candidate in the previous year
      3. Regions sending in more than one candidate for consideration will rank their candidates in order of priority
      4. Additional candidates selected for rating per region would be allocated to regions with the least number of current National scorers
      5. Maximum class size is 24 candidates

      Note: An application for a new National scorer candidate will be given priority over applications submitted by expired National scorers.

      To retain USA National scorer status, the scorer must:


      1. Remain a USA Volleyball registered member and active scorer in good standing within his/her RVA
      2. Remit annual dues as levied by the Officials Commission of USA Volleyball by the date established by the commission. Details about dues can be obtained here
      3. Attend the USA National Open Volleyball Championship at least once during each three-year revolving period and keep score on a minimum of two matches
      4. Submit for re-evaluation on scorer procedures anytime while scoring a match
      5. If unable to attend the USA National Open Volleyball Championships in a three-year revolving period:
        1. Attend a USA Junior National Volleyball Championship and keep score on a minimum of four matches
        2. Be the primary scorer at the National Special Olympics.
        3. Be a scorer monitor at a USAV Junior Championship

      NOTE: These alternatives may only be used once in a six-year period and must be requested as an alternative from the Associate Chair, National Indoor Officials Commission, Scorers

      Repercussions for not fulfilling the requirements of a National scorer


      1. A USA Volleyball National scorer who does not submit his/her dues by the deadline will be assessed a late fee of 100%. If the dues and the late fee are not received by the subsequent deadline, the National scorer certification will be rescinded.
      2. A USA Volleyball National scorer who submits an exam after the deadline will not be confirmed to work as a scorer for the USA National Open Volleyball Championships or as a monitor at the USA Junior Championships during that year.
      3. A USA Volleyball National scorer who does not submit a scorer exam before May 31 will lose their USAV National scorer certification.
      4. A USA Volleyball National scorer who fails to achieve the minimum score of 90% of the scorer exam, but still submits the score by the testing deadline, will be placed on a one-year probation.
        1. If a National scorer does not achieve the minimum score on the scorer exam for a second consecutive year, the National certification will be rescinded.
      5. A USA Volleyball National scorer who does not register to work the USA Volleyball Open Championships by the established deadline will not be confirmed to work that tournament.
      6. A USA Volleyball National scorer confirmed to work the USA Volleyball Open Championships if the dues (plus late fee, if applicable) are paid, the scorer exam is submitted by the deadline, and he/she registers for the tournament by the deadline. A confirmed scorer is guaranteed to work the number of matches requested in the registration (up to a maximum of 6/day, except for the last day of any session). This number of matches will also depend on the number of teams registered for the tournament.
      7. A USA Volleyball National scorer is accepted to work at the USA Volleyball Open Championships if the scorer exam is not received by the deadline, and/or if he/she registers for the tournament after the deadline. An accepted scorer is guaranteed only those matches needed to maintain a certification and to meet attendance requirements at the tournament. All other matches assigned will be on an as needed basis.
      8. A USA Volleyball National scorer who pays dues (and late fee, if applicable) and meets the examination requirements can register to work the USA Volleyball Adult Open Championships at any time up to the actual dates of the event, and will be assigned to the matches needed to maintain a certification.
      9. A USA Volleyball National scorer who does not attend the required USA Volleyball Adult Open Championships during the three (3) year revolving certification period, and does not ask for, in writing, a one-year extension of certification, will be placed on a one-year probation period. A scorer encountering unusual difficulty in attending a USA National Open Volleyball Championship may request in writing, to the Associate Chair, National Indoor Officials Commission, Scorers, for a one-year extension of his/her certification.
      10. In the year of their probation, if the scorer does not attend the required tournament, the USA Volleyball National certification will be rescinded.
      11. In the year of probation, if the scorer attends the required tournament, a new three (3) year extension certification will be granted.
      12. Once a National scorer certification has been rescinded he/she must reapply thru their region to become a National scorer candidate and fulfill all requirements of a National scorer candidate.
    • National Scorer (Retired)

      1. Any USA National scorer in good standing, with at least six years service as a USA National scorer, may apply for voluntary retired status.
      2. The retired USA National scorer retains National scorer status. The scorer continues to wear the USA National scorer patch in all regional competitions. The retired USA National scorer must be a current USA Volleyball registered member in good standing within his/her region and must re-certify as necessary according to the process of that region.
      3. The retired USA National scorer continues to receive all publications directed at the USA National scorers' group.
      4. The retired USA National scorer is not eligible to keep score at the USA Open National Volleyball Championships.
      5. The retired USA National scorer may retain the right to keep score as a primary scorer at the USA Junior National Volleyball Championship by attending the USA Junior National Volleyball Championships as a scorer monitor at least once during each three-year period.
      6. The retired USA National scorer will lose the status as qualified/certified USA International scorer and will not be allowed to serve as a scorer on any international matches.
      7. Application for retired status must occur either during or immediately after a year in which the National scorer is in good standing with the Officials’ Commission. This includes being certified as a USAV National scorer and paying dues for that year. (Deadline: February 15th of the following year.)

      The retired USA National scorer may apply for recertification as a USA National scorer by following the procedures for a National scorer candidate.

      NOTE: An application for a new National scorer candidate will be given priority over applications submitted by expired National scorers.

    • International Indoor Scorer

      The Director, International Indoor Scorers administers this program under the supervision of the International Indoor Officials’ Commission.

      To become QUALIFIED to keep score using the international scoresheet, a candidate must:


      1. Be currently certified as a USA National indoor scorer.
      2. Download and print the International scorers manual and bring it with you to the approved clinic.
      3. Attend the approved International Rating and Training Commission (IRTC) clinic in its entirety.
      4. Complete the official application form obtained at the approved clinic.
      5. Keep score on a minimum of two practice matches at the USA Open Volleyball Championships using the international scoresheet.

      To maintain the qualification, a scorer must:


      1. Remain active as a USA National scorer.
      2. When in attendance at the USA Open Volleyball Championships keep score on a minimum of one match using the international scoresheet. Attendance at the IRTC is also strongly recommended.
      3. Be available for assignment when called upon. Those qualified to keep score using the international scoresheet will be eligible for assignment to USA team tour matches and non-sanctioned international events in the United States.

      To become CERTIFIED to keep score using the international scoresheet, a candidate must meet the following criteria and complete the following procedures:

      Criteria:

      1. Be currently rated as a USA National indoor scorer, having maintained this rating for the last four consecutive years.
      2. Have demonstrated an interest in this program as an active worker, scorer and rater on the national level during this time.
      3. Have been qualified to use the international scoresheet for a minimum of two years.
      4. Have demonstrated competency on the electronic scoresheet program.

      Procedure:

      When a USA International Scorer certification clinic has been announced:


      1. File the appropriate application with the Director, International Indoor Scorers, by the deadline. These forms are available from the Director, International Indoor Scorers.

      If selected as a candidate:


      1. Pay required clinic fees to USA Volleyball, and send to address as noted on the application form.
      2. Fully attend and successfully complete the prescribed training clinic.
      3. Successfully complete practical ratings at assigned international matches.

      To maintain this certification, the USA International scorer must:


      1. Remain active as a USA National scorer.
      2. When in attendance at the USA Open Volleyball Championships keep score on a minimum of one match using the international scoresheet. Attendance at the IRTC is also strongly recommended.
      3. Be available for assignment when called upon.
      4. Maintain a standard of excellence as determined by the USA Volleyball International Indoor Officials’ Commission through evaluation of all international scoresheets and input from other officials at international matches.

      Those certified as USA International scorers will be eligible for assignment to USA team tour matches, non-sanctioned international events and sanctioned FIVB championship competitions in the United States.

  • Junior Officials Certifications

    • Junior Second Referee

      Minimum Standards for Junior Second Referees at National Events

      No use of electronic devices during the match

      No food or drink ON the scoring table

      Demonstrates proficiency in the following:


      1. Brings own whistle.
      2. Whistle – loud, crisp, timely.
      3. Correctly checks line-ups prior to each set.
      4. Observes receiving team during service action.
      5. Transitions to blocking side of net during rallies (when possible).
      6. Repeats first referee’s signals; uses proper signals and sequence for R2 calls.
      7. Maintains focus at net during net play (does not follow ball).
      8. Identifies center line, net faults and touches above the net.
      9. Follows substitution procedures & communicates sub info with scorer.
      10. Administers time-outs.
      11. Assists with communication amongst officiating crew.
    • Junior Scorer

      Minimum Standards for Junior Scorers at National Events

      No use of electronic devices during the match

      No food or drink ON the scoring table

      Demonstrates proficiency in the following:


      1. Correctly records:
        • Results of coin toss (serving and receiving team information).
        • Starting line-ups.
      2. Confirms the correct server.
      3. Slashes running score column points.
      4. Enters exit scores.
      5. Substitutions.
        • Slashes player number exiting set and enters player number entering set.
        • Slashes the total team sub count.
      6. Records time outs.
      7. At the end of the set:
        • Enters and circles final exit scores.
        • Correctly enters winning and losing teams & scores in results section.
  • Beach Officials Certifications

    • Local Beach Official

      Becoming a Beach Volleyball Official at the Local Level:

      The entry level Beach Volleyball Official certification that is awarded by a Region is a Local Beach Official. Certification and recertification requirements are to be administered by the individual Region. The suggested criteria used for a Local Beach Official are as follows:

      To obtain certification as a USAV Local Beach Official:


      1. The official must be a regular member of the RVA or USAV.
      2. The official will need to have successfully passed a background check if they will be officiating Juniors competition.
      3. The official will need to attend a Beach officiating clinic either in person or online every season.
      4. The official will need to take the current Beach officials exam either online or hardcopy. (all exams must be corrected to 100% with rule references).
      5. The official will need to prove proficiency in all portions of Beach officiating (i.e. R1, R2, Scorekeeping, and Line Judge). This proficiency will be measured by practical ratings and observation. These ratings will be conducted at USAV events either in Region or Nationally. Ratings should be conducted by Beach Officials who hold a Zonal rating or higher.
        • Receive one (1) passing rating as an R1.
        • Receive one (1) passing rating as an R2.
        • Receive one (1) passing rating as a Scorer. This requirement can be met by successful use of the USAV Beach scoresheet while performing their duties as an R1 or R2.
        • The Official will need to be observed as a Line Judge with feedback provided to ensure that they understand the correct technique.

      To retain certification as a USAV Local Beach Official:


      1. The official must be a regular member of the RVA or USAV.
      2. The official will need to have successfully passed a background check if they will be officiating Juniors competition.
      3. The official will need to attend a Beach officiating clinic either in person or online.
      4. The official will need to take the current Beach officials exam either online or hardcopy. (all exams must be corrected to 100% with rule references).
      5. Receive a passing rating in the R1, R2 and Scorer positions.

      These ratings can be obtained at USAV events either in Region or Nationally. The ratings should be provided by Beach Officials who hold a Zonal rating or higher.

    • Zonal Beach Official

      A. To become certified as a USAV Zonal Beach Official a candidate must:


      1. Must be a current member in good standing with USAV.
      2. To officiate Juniors events you must have a successful USAV background check on file.
      3. File the official application with the Director for National Beach Officials Evaluation & Certification. An application fee of $200.00 payable to USAV National Beach Official Commission must accompany the application. The mailing address is found within the instructions on the application.
      4. Obtain the approval/signatures of their Regional Beach Official Chair and or Regional Commissioner on the appropriate application form.
      5. Take the current version of the approved USAV Beach rules examination for Officials in accordance to the testing guidelines.
      6. Attend the designated USA Beach/Sand/Outdoor Volleyball event and successfully complete all requirements at that tournament.
      7. The event requments include (but are not limited to):


        • Attendance at the pre-tournament Officials’ Clinics and Candidates' Meetings that are scheduled the day/night prior to the first day of competition, and remain available to work at the event until the completion of the tournament or session in which the ratings occur.
        • Successful completion of the evaluation session(s).
        • Forfeiture of all match fees to the Beach Officials’ Commission of USA Volleyball for matches worked during the rating process. Candidates will retain fees earned from matches worked after the completion of the rating process.

        Candidates must plan to be available for assignment until the end of the tournament or session in which the ratings occur.

      B. Responsibilities and entitlements of a USAV Zonal Beach Official:


      1. After successful completion of certification a USAV Zonal Beach Official will be considered for all USAV sanctioned Beach Junior events as well as Collegiate Sand and Professional Beach Tour events.
      2. Certification as a USAV Zonal Beach Official is valid for a period of five (5) years. To maintain certification, the Official must referee a minimum of one (1) event in three (3) of the five (5) years from the following list. A record of this officiating activity must be submitted electronically to the National Beach Commission.
        • USAV sanctioned Beach events
        • Collegiate Sand
        • Professional Beach Tour events
      3. Submit to re-evaluation by the National Beach Commission at any time while officiating..
      4. Each year, score a minimum of 80% on the current approved USAV Beach rules examination for Officials, using the closed-book method. All exams must be corrected to 100% with rules references. USAV Zonal Beach Official must submit a copy of their answer sheet or have their results sent electronically (if the test was taken on-line).
      5. Register annually as a member of a USA Volleyball region and remain an active Official in good standing with his/her RVA.
      6. A USAV Zonal Beach Official may be absent from all events two (2) years out of each five (5) year certification period.
      7. A USAV Zonal Beach Official encountering unusual difficulty in meeting the attendance requirements may request, in writing, a one-year extension of certification. The request must be submitted to the Director for National Beach Officials Evaluation & Certification.

      C. Repercussions for not fulfilling the requirements of a USAV Zonal Beach Official:


      1. A USAV Zonal Beach Official who does not attend the required tournaments during the five(5) year certification period, and does not ask for the one-year extension of certification, will be placed on a one-year probation period.

    • National Beach Official (Retired)

      USA Volleyball National Beach Official (Retired)


      1. Any USAV National Beach Official in good standing, with at least six (6) years of service as a USAV National Beach Official, may apply to the Chair, National Beach Official Commission for voluntary retired status.
      2. To continue working as an Official with USAV, a USAV National Beach Official (Retired) must register annually with USA Volleyball and the appropriate RVA and remain an active Official in good standing within his/her RVA. Remaining in good standing within the RVA includes but is not limited to, satisfying all requirements for recertification as a Regional Official within that RVA.
        1. If a USAV National Beach Official (Retired) does not wish to work as an Official with USAV, they are not required to remain in good standing within the RVA. The Official will not be allowed to officiate at any USAV event, but they will retain their National Beach Official (Retired) status.
      3. A USAV National Beach Official (Retired) is authorized to officiate all USA Volleyball-sanctioned regional and inter-regional competition, including Junior Olympic Volleyball competition and the USA Volleyball Junior Zonal Qualifying Tournaments.
      4. A USAV National Beach Official (Retired) may also remain qualified to officiate at the USA Junior Beach Volleyball Championships by officiating at that tournament at least once every three years and submitting to re-evaluation by the National Beach Commission for Junior National Beach Certification and Evaluation at any time while officiating at the USA Junior Beach Volleyball Championships or a USA Volleyball Junior Zonal Qualifying Tournament.
      5. A USAV National Beach Official (Retired) may apply for recertification as a USA National Beach Official by following the procedures set forth in Section III.B.6.a above. The USAV National Beach Official (Retired) will not be required to pay the $200.00 candidate fee.
      6. Application for retired status must occur either during or immediately after a year in which the National Beach Official is in good standing with the Officials’ Division. This includes being certified as a USAV National Beach Official and paying dues for that year. (Deadline: February 15 of the following year.)
